Buhari inaugurates RMAFC board, tells members to block leakages

President Muhammadu Buhari on Thursday asked the members of the new board of the Revenue Mobilisation, Allocation and Fiscal Commission to use every possible means to block revenue leakages from the Federation Account.

He also asked RMAFC to expand the country’s revenue sources by focusing on non-oil sources.

The President made the demand in Abuja when he inaugurated the Chairman of the commission, Mr Elias Mbam, and 29 commissioners.

Among the 29 is a female member, Mrs Chinyere Aniobi, who hails from Enugu State.

The board had been without a chairman for over three years after Mbam’s first tenure expired in November, 2015.

The tenure of some commissioners also expired but there were no replacements.

The development almost left the RMAFC in a dormant state until the inauguration of the 30 members on Thursday.

Buhari said, “I will charge the chairman and honourable commissioners to concentrate more on expanding the sources of revenue to the federation account and other non-oil sources including solid minerals, use all legal ways and means to strengthen its monitoring mechanism and block leakages of revenue from the federation account.

“All relevant laws and regulations on revenue collection and remittances should be fully complied with and appropriate sanctions visited on defaulters.”

The President further called on the commission to be fair to all the tiers of government, in addition to working toward achieving his administration’s target to take 100 million Nigerians out of poverty in the next 10 years.

He stated, “The mandate of the commission is very wide and very important for our country’s economy. The commission must be fair and just to the three tiers and arms of government without compromising its core mandate.

“In my speech on June 12 Democracy Day, I informed Nigerians that this administration has laid the foundation for transforming our country and liberating our people from the shackles of poverty by putting policies and measures to integrate our rural economies to the national economic grid.

“Our measure is to extend credit facilities currently available, to be able to encourage and support domestic production of basic goods and reduce our reliance on imported goods.

“I set a target for our country to lift 100 million Nigerians out of poverty in 10 years. This commitment is to further challenge the Revenue Mobilisation, Allocation and Fiscal Commission to rise to its constitutional responsibilities and mandate.”

Buhari added that integrity, hard work and track record were the yardsticks he used in picking the new board members.

“Your appointment as chairman and members of the commission was carefully considered based on your proven track records of hard work and integrity. It is therefore the expectation of government that you will rapidly and systematically set to work to address all areas of your mandate in a businesslike manner,” he said.

At the event, the Secretary to the Government of the Federation, Boss Mustapha, said the appointment of the members was covered by Section 154(1) of the 1999 Constitution.

The SGF added that all the appointees were vetted by the Department of State Services, in addition to passing the mandatory screening by the Senate.

The RMAFC is the body responsible for preparing the formula for sharing revenues among the three tiers of government in the country.

The body is also responsible for fixing the remuneration of political office holders, as well as monitoring the revenues accruing to the federation account from revenue-generating agencies.
